Commander (Cdr) Emmanuel Mahanga Kailie was born in Sierra Leone on 7 May 1975, voluntarily recruited into the Sierra Leone Armed forces in September 1994 at the Armed Forces Training Center, and later commissioned on 16 August 2002.
He Continued his career in the Navy as a deck officer onboard various seagoing platforms, where he achieved considerable watch keeping and navigation skills as well as attaining local and international courses from UK, US and to some extent PRC.
He has completed Junior staff course at both PRC and Sierra Leone, Intermediate, and S-CAST at the Horton Academy and later proceeded to the United States for Senior Staff Course.
He has attained different command and staff appointments, and became Commanding Officer onboard SLNS PB105 SIR MILTON from 2016-2017. Cdr EM Kailie has served in all forward operational bases across the Navy, he was also the Navy detachment commander at Q E II Quay, Sierra Leone Ports Authority (SLPA) from 30th September 2021 before his appointment as the commanding officer of our newly gifted Chinese vessel to Sierra Leone.
Commander Kailie has attained Master of Science (Msc) in Governance and Leadership, first class Bachelor of Science Honors degree (BSC Hon. PSM) in Public Sector Management at the institute of Public Administration and Management (IPAM), University of Sierra Leone in 2019, and a Postgraduate Diploma in “National Security, Strategy and War, Joint Military operation” from the United states Naval War College in Rhode Island in 2021.
He is married to Rosaline Kailie and had three children, A boy and two girls (Joseph, Jeneba and Isata Kailie).
